Add ruler in a comment field

Description

When I write a comment, I sometimes have to indicate a piece of code (either real code, or markdown code) to illustrate what I want to say.

A good practice when doing this, is to add line break at every 80 characters (or 72 for Git). It would be nice if GitLab promoted this by adding a way to toggle a visual ruler in a comment box at the 80 characters mark.

For instance, this will be immediately useful when we ask people to indicate what should the monthly release blog post contain.
