Directly open merge request to target branch from Branches view

Description

I would like to open a merge request directly to a target branch OTHER than the default branch in project/branches view.

Proposal

  • The 'Merge request' button should still open a merge request to the default branch.
  • The secondary action of the 'Merge request' button should open the same dropdown menu as project/merge_requests/new.
