Assign on Branch Creation

Description

At the moment, when creating a branch for an issue - the issue isn't assigned and will show up as "unstarted / open" on the board.

Proposal

When a user creates a branch, assign the issue to that person. It would be nice if we could specify a label to apply on branch creation too, but perhaps this is another issue.
