Example issues, merge requests, etc when a project is created.

I noticed that in JIRA, they have default system-generated tickets that help explain the product and useful for on boarding, when you create a project.

I know we have already used empty states to do something similar. But can we also borrow this idea? For example, upon project creation, there are a few issues already generated with example titles, descriptions, labels, weight assigned, etc. This applies to merge requests, milestones, and other GitLab objects.

This is very similar to what we already do with issue boards with the default lists.
