Issue boards as a top level menu item

With the new navigation rolling out, you can now "pin" any navigation element (including issue boards
) to the top of the left side-bar navigation.
Description
We are wanting to use boards as the primary way to focus on some agile processes in our organization, but the adoption of the boards has been disappointing. The main reason for this is that "Boards" aren't a top level item and need to be accessed via the "Issues" menu item.
We have some projects which are driven by issue process (such as incident management) rather than just source code management. For these types of projects, it is important that "Boards" is the primary place to start with the work.
Proposal
Put "Boards" on the top level menu then it would ensure that our team would easily be able to focus their work around the boards rather than just the issues list. As well as having "Boards" on the top level menu, I'd like to have "Boards" as an option in user preferences for "Default dashboard".
