Send email notification to different categories of users

Description

Have the possibility to send an email to different user categories. Currently just groups and projects are supported but not all users might be part of a project or group.

benefit: Admins can send customized messages to the appropriate audience and do not spam.

Proposal

There are multiple categories of users:
Active
Admins
2FA Enabled
2FA Disabled
External
Blocked
Without projects

Have an email functionality for each category
