What

A job we run occasionally which takes each spec and wraps it in a repeat 10 spring rspec $TEST_NAME_AND_LINE, and if it fails on any of the retries it automatically creates an issue and posts to slack.

It might also need a way of detecting if an issue for that failure has already been created
