KerberosSpnegoHelper methods should be moved to controllers and/or lib

KerberosSpnegoHelper is a view helper but its methods are only used in controllers.

We should move the methods to the controller layer and/or lib (e.g. we already have lib/gitlab/kerberos/authentication.rb in EE).

Please note that this includes work on the Community Edition codebase!
