Time Tracking: Show total estimate per user

Description

Time tracking is a great tool to keep track of estimates in a given issue.

However, there is not way AFAIK at the moment to get the total of the estimates of the issues assigned to a given user, to get a sense of the load.

Proposal

This could be done at a project level, group level or global level. Alternatively, this could be done at a milestone level. A panel could show total estimates and total spent so far for each user that has assigned issues with time tracking in the corresponding scope.
