Comment reply quoted text should not copy mention’s name

We currently allow users to reply to comments on issues/MRs by selecting/highlighting the text and by hitting the r key. If you select someone’s mention as part of your quoted text, the mentioned username and the corresponding name is displayed in the comment textarea. I don’t think we should include that in the quoted text
