Custom badges for user profile

Description

Recently, a few GitLabbers have been updating their profile picture to include cool badges (tanuki and UX)

Proposal

Here are several ideas for implementation:

1. Each gitlab group can have custom badges that can be granted to users that are part of the group
2. Have the ability for users to select badges that overlays on top of their profile picture

It would be really cool to have MVP badges on gitlab.com as that could be a further incentive to compete for recognition 🚀
