Show environment link even while pipeline is updating it

Description

Working more with review apps, it’s a pain that when a pipeline is running, I don’t have easy access to the existing review app so i can see whatever was done before the last push. I feel like we should have a link to the env anyway, perhaps just mentioning that it’s out of date or whatever.
