Cannot deselect a label on a new issue

Summary

Selecting a ticked label when creating a new issue does nothing and Re-selecting the label results in an ephemeral duplicate label.

Steps to reproduce

• go to issues/new
• click on the Labels input, click to select a label (say, foo), the foo label is added in the input list
• close the selector box
• click on the Labels input, click to deselect the ticked foo label, the list gets closed but the foo label stays
• click on the Labels input, click to select the now unticked foo label, the list says foo +1 more
• repeat at will to increase the count

Expected behavior

Label should be deselected

Actual behavior

Label is not deselected, creating a runaway counter reaction 😄
