Failed builds notification: Disable build output in email notifications - per-project or per-group setting (or via .gitlab-ci.yml)

Logs may contain sensitive data, therefore, they should never be transmitted over a channel like e-mail.

There's a need for a per-project or per-group setting that lets disable showing any build output in e-mail notifications. Or simply disable it once and for all.
