Default Project view for Issues List

Description

Currently, it's only possible to select File, Activity or Readme in the default project view setting.

Proposal

Add Issue tracker and Board as possible options in the default project view settings. Follow the same pattern we do today if someone has turned off one of these features for a specific project. (I believe it gracefully degrades to show the Readme, but am not 100% positive)
