Description

Sometimes a CI runner has issues spinning op containers.

Proposal

In such cases the error is clearly identifiable by the CI runner and it should report this back to gitlab. Gitlab should then attempt to schedule the build on another runner. It would also be great if when retrying a build, it would by default try a different runner.
