Private groups should override global project visibility restrictions

Hello,

Currently, if you have a restriction on project visibility set in the admin control panel to let's say "Internal" only, and an admin creates a Private group and adds non-admin users to the group with the privilege of creating new projects in that group. They are unable to create new projects because they cannot create an "Internal" visibility project in a "Private" group (which makes perfect sense).

So my proposition is to have "Private" groups override the global settings to make all new projects created in that group set to "Private" only for those non-admin users.
