Enabling internal and external issue tracker

I wish to have internal GitLab issue tracker enabled and legacy issue tracker (Jira) so that integration with jira works and can have GitLab tracker powers (linking, task lists) be available.

Why it was designed in first place to be exclusive?

I think it can be configurable to have both scenarios possible.
