Deployment is not created if two environments sharing the same external_url
I have a two manual jobs that deploy to separated environment (integration and production), when I trigger the first manual job it register in the "Environments" view but when I then run the second environment deployment it does not register in the production environment.
Steps to reproduce
Create a pipeline with using the following YAML. Execute the pipeline. Run the first manual step, when it's finished run the second manual step.

After running the two manual step, when I navigate to
team/project/environments I can see the environment
integration being populated with the build corresponding the the first manual step. But the environment
production does not show any deployment.
Here you can see that the build were properly executed
production environment should be populated with the related build.
Even when I click the
production link in the environment view I cannot se any build being added but if I click on the
integration environment I can see the list of jobs that were manually triggered for that environment
