File Type Lock Support for EE

GitLab should add a smart tool allowing only certain file types: For example - jpg, png, xls, doc, pdf, etc to be ‘Locked’. Locking plain source code which is in text format doesn’t make sense.

If need be, on a Project or Repo basis, provision a field for Admin to add new file types that can be locked. Similar to a look up table or type-map table that others providers use to determine how to archive files.
