Trigger logo animation on initial execution and stop when loaded

I noticed that when you initially visit a GitLab URL, like a large diff, the page is loading but the GitLab logo isn't animating because we only trigger it's animation when we click a link that is using turbolinks to load the next body.

To increase consistency, we should trigger the GitLab logo animation as soon as application-xxx.js is executed and then stop the animation when DOMContentLoaded is fired. Actually, we could use the load event as that will wait even for the stylesheets and images on the page to load before stopping the animation.
