Organize labels by color in the labels page

Description

The current labels page allows a user to organize their labels by 'Prioritized Labels' and 'Other Labels'. Under each of the 2 categories, the labels are all organized alphabetically. There is currently no way to organize similar labels, such as those that share the same color.

Proposal

When viewing all labels, give the user the option to sort them by color. Some companies assign colors to different teams and it would be nice to sort the labels by color so all of a given team's labels would be together.
