add webhook enable/disable option

Description

A member of a Gitlab project disables a webhook. After the webhook has been disabled it is possible to restore it without the need to create a new webhook again.

Benefit

• The project member doesn't have to insert the endpoint and secret token again.

Proposal

Add a toggle button (enable/disable) near the "test" button.
