Reopen issues closed by merge request when reverting it

Description

When you click 'Revert' button in merge request, and reverting MR eventually gets merged, issues closed by original merge request are not reopened.

Proposal

Append Reopen #12345 text to the reverting MR, and make it possible to reopen issue that way.
