Improve a slack message when creating a new issue

Description

At the moment a Slack message is not informative enough when you create a GitLab issue. You have still to click the link to find out who is assigned for this issue. I think we can save time and keep developers focused on their tasks with a little improvement of the message.

I guess I found the correct file where a message will be built (issue_message.rb, line 41)
