Notification if there is any new build running, and I am in an old one

Description

Something like, that you get a notification (like an popup) that the current build is not the latest, as anyone starts the build after I follow the earlier build in the screen.

Example

• Push
• I view /builds/1
• Anotherone pushed to the same branch
• I get notified, that /builds/2 exists and I should check that status.

The Notification should not appear if I follow a build for a tag, or if follow a build for merge request (if it should automatically be merged). And notifications should only appear to the same branch! or it should be visible without annoying the viewer
