Restrict merge approvers override

Currently, any user in a project can specify merge approver overrides when creating or editing their merge request. There are many cases where this could be undesirable. In their specific case, QA is required to approve all merge requests after testing. Some of their developers have overridden the approvers to be someone on their team so it can be approved and merged sooner than waiting for QA.

The customer requests either:

  1. We add an option to restrict overrides.
  2. Restrict overrides to master/owners.
