Add jQuery vs vanilla JavaScript examples to frontend guidelines

During our recent frontend weekly meeting, we decided that we should hold off eliminating all jQuery from incoming MRs. We should be diligent in determining whether something should be written in jQuery versus vanilla JavaScript. We don't want to create a situation where the code is harder to maintain/has a lot more code when using vanilla JavaScript versus using jQuery.

Let's work on adding that to the Frontend Development Guidelines and providing specific examples so that everyone is on the same page.
