Bi-directional integration with Hacker one

When you configure the Hackerone project service.

1. When you get a new report on Hackerone a confidential issue on GitLab is automatically opened.
2. When the Hackerone report is closed the GitLab issue is closed.
3. When the GitLab issue gets a comment, label, or milestone this is reflected in Hackerone.

This will allow reporters to see updates to the status of the GitLab issue, preventing duplicate work sending them updates.
