Need LDAP/AD user approval process

Description

I have ldap backend server configured and one can create gitlab account automatically if the ldap account is valid. Is it possible the auto-create still going through administrator's approval first then auto-create ?

Proposal

gitlab admin user will receive an email notification of this new created LDAP user and then after verification, click on url link in the email to grant/deny this request. the pending user will also receive email notification stating the request is awaiting approval.
