Group wide configuration

Description

Currently it is not possible to have common configuration on the group level which then gets used by every project.

IMO, configuration for things like CI, Variables, Required approvers, protected branches should be able to be shared across all the projects within a group thus avoiding manual process and the potential for project configuration to be missed.

Proposal

Ideal solution would be to have the ability to set common settings on the group level and allow that to be overwritten on a project basis. Similar to how the group vs project members works.
