Creating an issue from an issue board list should include any required filtered labels/milestones

When viewing an issue board that is filtered by a milestone and/or label, and you create a new issue in a column, we automatically add the label for the column, but not for the filter. This means that the issue shows up temporarily, but upon refresh, it disappears. We should automatically add whatever is necessary to make sure the issue appears in the board.
