Comment on issue Webhook dont show information about label change.

Description

when we change labels on an issue, the comment on issues webhook is trigger but it doesn't show information about the label change.

(Include problem, use cases, benefits, and/or goals) when an issue is change from one list to another on issue board, the webhook doesn't show information about the labels.

Proposal

show the two arrays. one for labels deleted and another for labels added.
