Notion of Feature

At the moment, we don't have the notion of Features. We have issues, and that's it. We don't ship issues though, we ship features, big or small.

I propose a new concept in GitLab, Feature.

A feature is a high-level issue.
A Feature is a set of issues grouped together to move towards a goal.
We can create Issue board per Feature (vs based only on labels today). This + labels: awesomeness.
Milestones can be a set of Features or individual issues.
We will be able to report time tracking at the Feature level.
