Spam filter is giving a lot of false positives

Several people have reported to receive the message "Your issue has been recognized as spam and has been discarted" and having to go through hoops to get it working. See https://gitlab.slack.com/archives/infrastructure/p1479336419031688

We should adjust our spam filters so that it doesn't generate these false positives.
