Support /estimate 0 in Time Tracking

Description

At the moment, /estimate 0 will be ignored. It looks like a bug, but it's not - other slash commands are also ignored when we invoke them with an empty argument.

Proposal

/estimate 0 and /spend 0 should reset estimates and time spent, like /remove_estimation does.
