Replace "New Branch Unavailable" Button with Link to Changes

An issue page has a nice "Create Branch" button unless the branch already exists. If a branch already exists it the button is disabled with the text "New Branch Unavailable"

It would be nice if this were replaced with a "View Changes" button that links to <gitlab>/group/project/compare/master...<this-ref-name>
