Don't show cross-project reference for group label in same group

Let's say I'm in the project gitlab-org/gitlab-ce, and the gitlab-org group has a 'bug' label.

If I type gitlab-org/gitlab-ee~bug, I would expect to see gitlab-ce~~2278648, but I actually see gitlab-org/gitlab-ee~~bug .

If we implement this, and we have a 'bug' label at the gitlab-org group level, the labels above will look the same 🙂
