EU law: cookie warning

Description

Quite some time ago the EU passed a law requiring all websites to:

• warn users of the use of cookies, and what they are used for
• do not use cookies unless the user accepted the warning.

Proposal

A small overlay to warn of cookie usage.
Something like the usual "This website uses cookies to authenticate you and provide access to restricted areas".

Actually setting the cookie only after the user has clicked could be left to a later time if too difficult.

Obviously since this is only for the EU, there should be a new config option in gitlab.yml.
