Send notification email to admin when a user's permissions are changed

Description

For administrator to manage easier, is it possible to send notification email to administrator when

• a project/group is created
• a user is added to a project/group
• a user's permissions to a project/group is changed
• etc...

Proposal

At application_settings page (or somewhere), add a setting to enable this.
