Add emoji button on wysiwyg input

Problem

This issue implements the emoji menu in the comment editor as a button. This will make it possible to discover emoji for input in writing comments (as opposed to them being award emoji).

This issue makes custom emoji discoverable when writing comments.

Proposal

• Add emoji menu to editor

This issue should probably come after award emoji cleanup or happen at the same time so we are using the shared emoji picker components across the board and not duplicating efforts.

Design

• Excludes handy reactions menu as we are now less context aware 😉
• Note: Copy should change to Pick your emoji as we're in a comment context
