Vertical scroll bar always visible even when not necessary

Summary

There always is a vertical scroll bar on every gitlab.com page even when it's not necessary. I'm using a vertical screen and this looks like wasted width.

I don't know if this is a bug or a feature (to ensure width consistency) and I can't remember seeing this before on gitlab. I know vertical screen aren't the target though.

Steps to reproduce

Open a gitlab page (like the issue page) which is clearly contained on one page. Notice there is a useless vertical scroll bar to the right.

Expected behavior

I would love to have the scroll bar only when needed. Though keeping width consistency would require then another scrollbar I guess.

Actual behavior

There is an unnecessary scrollbar.
