pages:deploy should not appear in the same stage when it really follows

Using the default CI template for HTML yields this pipeline:

But these are really two sequential steps. I'm guessing it's because pages:deploy is hard coded to a Deploy stage and the template uses the same stage name, which would make them both parallel jobs, but regardless of appearances, these were run sequentially. So, not sure what we can do other than change the stage name in the templates, which would be the boring solution.
