Allow for static timestamps in conversations rather than relative timestamps

Description

When a conversation is happening on an issue or a merge request the UI currently shows the relative time (i.e. 1 minute ago). While this is nice for the fast paced conversations and general timeframe it is hard when looking back at things to get a specific timetable. It is also difficult to use Merge requests in documentation systems.

Proposal

I propose an option to allow the relative timestamps be shown as just plain timestamps. This will allow for those who prefer the relative timestamps to maintain the functionality and for those that need static timestamps for documentation purposes to use that option when appropriate.
