Responsive design hides project settings

Steps to reproduce

Resize window until responsive design triggers the mobile-oriented layout.

Expected behavior

Can find some way to access project settings

Actual behavior

Project settings button from the top right corner is hidden, and no amount of poking around reveals an alternative way to access it.

This bit me "in the field" a couple of months ago (late September) in a big way when I was trying to flip a repo from private to public on mobile. I just created a new project from my notebook and found that the issue apparently persists even in the current version running on gitlab.com. (This time it just happened to be triggered when windows on the desktop were arranged to take up either half of the screen.)

I don't know of any workaround other than memorizing that the "edit" slug can be appended to the project URL.
