Improve GitLab CI metrics

Description

Would like to see improved system level CI metrics like exists on admin dashboard for other features.

Proposal

I can currently dig up how many builds have been attempted and finished builds. I'd like to also be able to see total passed, failed, cancelled, and skipped build counts. Additionally it'd be nice to have a count of total registered runners (not just the active ones). Lastly and most importantly it'd be nice to see how many projects have CI setup and are using it (so exclude projects with CI enabled but no runner and/or .gitlab-ci.yml file).
