Private Repository "Team members + shared groups" Feature Visibilty option

Proposal
I would like to be able to allow shared groups of Repositories to make merge requests and so on. To be more specific: I would like "Team Members + shared groups" in addition to the "Disabled" and "Only team members" Feature Visibility options.
Description
Right now everythings work properly on a fresh new Repo but once you opened the settings and saved without doing anything on the form the Values in the Database (project_features table) change from 20 to 10 and shared groups no longer have the permissions to do what they could before.
It seems like the "10" implies that only the group of the project is permitted to to something on the repo and the "20" that the project group and the shared groups are permitted to perform merge requests and so on.
