Group members can not access project features after disabling and re enabling Repository feature
Summary
All project features remain disabled after disabling and re enabling the Repository feature for members of groups added to a project. Reproducible on local CE install and gitlab.com.
Steps to reproduce
Group A: Visibility Level: Private Members: User1 Owner
Group B: Visibility Level: Private Members: User2 Guest
Create Project in GroupA Visibility: Private
Add GroupB with Max access level: Guest to the new project
Edit the Project: Repository: Disabled
Edit the Project: Repository: Enabled
Expected behavior
Repository and all other feature are accessible for User2
Actual behavior
Project remains empty for user User2 (Only Project and Activity Tabs visible, everything else results in 404). Issues are still visible on the overlying GroupA page but result in 404 when opend.
