New Filters/search: Search for all open/closed/both issues within a tab

However this issue is not to do away with the open/closed/all tabs.

This is for the next iteration of https://gitlab.com/gitlab-org/gitlab-ce/issues/21747 after that has already been implemented.

Instead of doing away with tabs, have a standard search operator be in there that filters on "open" issues in the "open issues tab"

Github sort of does this.

This is related to the search design in the top right corner of GitLab, which has a standard search operator as well:

Currently the tabs still make to much sense. After this implementation we could begin discussing the need for the actual tabs
