Build webhook event not triggered

Summary

Since today, Build event webhooks are not being sent from gitlab.org

Steps to reproduce

Take any repo, add a webhook linked to Build event. Define a simple pipeline and execute it. After the builds are finished, webhooks are not sent. If you click retry on a single build job, the webhook event is triggered
